Did law enforcement somehow get tipped off about these packages?

I’m wondering this in light of what we’ve learned about Trump’s insecure cell phone.

They have the tools to do so but can’t use them against a citizen. Maybe they tried to get a warrant but couldn’t.

If law enforcement couldn’t legally listen in, perhaps they were tipped off by a foreign government OR got the info by listening in to a foreign government.

Perhaps they thought it was bad intel.

I think they were tipped off by the international community. They didn’t do it by listening in. They got tipped off, didn’t take it seriously. Once set in motion, there was a snowball effect and they were on it.
